Child Support Office Idea of Humor?

While spending over one and one half hours at my local Florida Department of Revenue Office of Child Support Enforcement, I had sufficient time to study the decor. Over 30 paper copies of $100 bills were hanging from the ceiling throughout the waiting room. Was this a joke on non-custodial parents (today mostly guys) sitting in uncomfortable chairs staring at the looped tape of Eddie Murphy in Doctor Doolittle? Was this a joke on custodial parents--ha ha this is what you don't have in your wallet? What was the purpose of this poorly decided decoration?
